Inicia sus actividades en el año 2001 en la ciudad de Santo Domingo, República Dominicana, dedicándose inicialmente a la provisión de servicios jurídicos de carácter civil y comercial. En el 2003 funda una filial dedicada a la recuperación de créditos la cual se convirtió en una de las más importantes y destacadas empresas de su género del país, manejando un amplio portafolio a las principales entidades ligadas al sector financiero, de telecomunicaciones y eléctrico.
A partir de 2004, diversifica su práctica orientándose a la comercialización de deudas y otros activos liquidables en alianza con importantes fondos de inversión. SINERLEX consta de una larga experiencia en el área de litigios, incluyendo casos transnacionales y de alta complejidad. En el área del derecho de los negocios, en los últimos años ha participado en la estructuración de distintos tipos de vehículos corporativos diseñados para suplir diversas necesidades empresariales, financieras, impositivas y de re-ordenamiento y protección patrimonial.
En el año 2008 la oferta de SINERLEX fue complementada con la inclusión de servicios legales relacionados con las áreas de extranjería, turismo, zonas francas, inmobiliario-registral y actividades conexas, derecho administrativo, incluyendo la asistencia en licitaciones públicas y, con particular énfasis, con el manejo de temas regulatorios ligados al sector energía. Con proactividad, su equipo provee a sus clientes y relacionados una asistencia personalizada, lo cual resulta en una sinergia fluida y positiva en la relación cliente-abogado-resultados.
Apegados a los principios más avanzados sobre Responsabilidad Social Corporativa (RSC) e integración positiva con su comunidad, SINERLEX mantiene sólidas relaciones de negocios con distintas instituciones financieras y con una multidisciplinaria red de abogados y otros profesionales altamente competitivos localizados en distintas partes del país y del mundo.
A partir del año 2014 la firma ha tenido un rol activo en materia de derecho inmobiliario y registral que se la ha convertido en un referente obligatorio entre los actores que componen la Jurisdicción Inmobiliaria.

Noboa Gañán
Licenciado Ricardo José Noboa Gañán is a Cum Laude graduate of Law School from the prestigious University “Pontificia Universidad Católica Madre y Maestra (PUCMM)” in the year 2006, obtaining the Masters in Civil Procedure of the same University in the year 2008 and also he has a Specialty in Registration Law from the University “Universidad Autónoma de Madrid (UAM)” from the year 2011 and in Mercantile Registration Law at the College of Registrars of Spain from the year 2018.
He has realized numerous seminars, courses and diplomas, such as Forensic Oratory, Introduction to Legal Service, International Congress in Penal, Civil, Labor and Monetary Crimes Law, Congress in the Bicentenary of the French Civil Code, Tools Workshop for the Effective Management, Workshop upon speediness, the Seminar “The value of property registration as instrument for the economic development and the prevention of the corruption and money laundering”, the Workshop “Tools for effective conversations”, XXIV Latin-American Encounter on Registrar Advisory, Online Ibero-American Course of Registrar Law, Course on Promotion of Project Management, Specialization course on registrar electronic firm, Seminar “Insolvency Law: Impact on the Dominican legal ruling”, Latin-American Encounter of Registrar Advisory , World Congress in Registrar Law (CINDER), amongst others.
As a teacher, he has imparted classes on Real Estate Law and Registrar Law in different levels, Certification courses from prestigious universities such as the “Universidad Iberoamericana (UNIBE)”, as well as the Judicial Power, Applicants to Justice of the Peace at the National School of the Judiciary (“Escuela Nacional de la Judicatura”), undergraduate and masters students of the “Universidad Iberoamericana (UNIBE)” and the “Pontificia Universidad Católica Madre y Maestra (PUCMM)”.
In labor terms, he has occupied important positions in the Judicial Power, escalating positions within the Civil and Commercial Chamber of the Court of First Instance of the National District, further moving to positions in the Real Estate Jurisdiction, becoming Technical Manager of the Register Support Unit of the Real Estate Jurisdiction. In the private area, he was Senior Attorney at a prestigious law firm and further on partner of SinerLex. The participation of Licenciado Noboa at the SinerLex firm ceased since his designation as National Director of the Title Registry by means of Act No. 017-19, issue by the Board of the Judicial Power on May 21st, year two thousand and nineteen (2019).
